APESA condemns vandalism
ITANAGAR, Mar 22: Arunachal Pradesh Engineering Service Association (APESA) has strongly condemned the vandalization of RWD office at Itanagar.
While commending the prompt action taken by law enforcing authority on the matter, APESA appealed to take stern action against such lawbreakers. Unless peace and tranquility prevail, the engineers of the state cannot deliver targeted achievement for meaningful development in the state.
It further appealed to the Govt. officers of engineers’ fraternity under the State Govt. to uphold laid down rules and regulations at any cost while discharging their duties.
Foul play suspected in girl’s death

a thorough inquiry into the death of a 23-
Nepali organization led by its women’s wing organized a protest march to Pasighat Police Station on March 19 demanding justice for the deceased Bunu Rawat.
The incident which took place on March 14 has been declared a “hit and run” case prematurely by police without conducting proper investigation, they claimed.
“The case needs to be investigated thoroughly as circumstantial evidences indicate foul play,” the protestors said.
The women organization has also raised doubt over inordinate delay in declaration of the post mortem report.

Child labour rescued

NYP conducts training for SHGs
ITANAGAR, Mar 22: National Youth Project conducted training sponsored by NABARD on bookkeeping for 30 women SHG members at Police Colony area.
The SHG members were taught on the importance of bookkeeping and other issues pertaining to different aspects of SHG and its development by the resource persons.
NYP President HP Biswas and NABARD APM Kamal Roy interacted with the participants and suggested them to be product based SHGs for sustainable income and growth.

Review meeting on national population registration
ZIRO, Mar 22: A meeting was held to review preparation for biometric enrollment for National Population Registration (NPR) in the conference hall of the Lower Subansiri Deputy Commissioner yesterday.
It was informed in the meeting that camps have been set up in Joram, Talo, Yachuli , Loth and Yazali to speed up the process.
DSO Nani Sambyo has appealed to all the PRI members to mobilize people for enrollment to achieve the target. He also requested people from the district residing outside to enroll themselves in the permanent camps set up at the offices of the DC, CO, Yazali, ADC, Yachuli and Raga.

Commission demanded at the behest of Education Minister: Students allege as they demand Taloh’s resignation
ITANAGAR, Mar 22: The recent arrest of four persons for allegedly extorting money from big contractors in the name of awarding major works has taken new twist with All Papum Pare District Students Union (APPDSU) making sensational claim of the involvement of high profile persons in the case. In a press release, APPDSU claimed that arrested persons were working on behalf of the present Education Minister Tapang Taloh.
Giving detailed account of the incident, the union alleged that arrested persons namely Dubi Ete Lollen, Bimpi Riddi, Tori Gadi and Tame Aking were demanding money from a local businessman Tana Pekhi Tara of Doimukh in connection with sanctioned amount of Rs 12.5 Crore against establishment of Govt. College at Doimukh.
“They were asking 3% as liaison charge and commission of 10% from the sanctioned amount for Education Minister. However, as we are aware this year under SPA only Rs 2 Crore was supposed to be sanctioned for starting of the work but how come it had gone up to 12.5 Crore without public knowledge? We need answer from the competent authority,” the APPDSU stated in a release.

ITANAGAR, Mar 22: Arunachal Pradesh Congress Seva Dal (APCSD) has demanded for appropriate punishment to those involved in the APPSCCE question paper leak incident stating that it has jeopardized careers of many aspirants.
Commending the state police and SIT for arresting five persons allegedly involved in the incident, APCSD Chief Organizer Kipa Kaha urged the authority concerned to ensure exemplary punishment for the perpetrators of the scam as they have no rights to play with the future of the aspirants. Arunachal Civil Society (ACS) has demanded termination of all the five alleged accused involved in the infamous APPSC (main) Paper leak incident from the Commission permanently.
A stringent punishment like termination will not only send a strong message to other corrupt officials but also act as deterrent to corruption activities, said ACS Chairman Patey Tayum while commending SIT for the arrests.

NSS special camp held at Danglat and Tafragam Tezu
ITANAGAR, Mar 22: The NSS Unit of Indira Gandhi Government College, Tezu organized a week long special camp at its adopted villages of Danglat and Tafragam under Tezu from 14th to 21st March with the Theme: Beyond Campus.

Prog on Rural Drinking water and Sanitation
BOMDILA, Mar 22: A week long awareness programme on Rural Drinking water and Sanitation under Swachh Bharat Mission (Gramin) culminated today at Sera Village under Nafra Block on World Water Day celebration. The awareness programme was kicked off on 16th March with intensive awareness programme covering more than nine Gram Panchayats in the district.
The villagers were informed on cleanliness, need for toilets, personal hygiene practices, safe handling and storage of drinking water and water conservation.
Attending the concluding programme of the week long awareness campaign, E.E PHED, Bomdila led the cleanliness drive with the public of Sera by cleaning the surrounding area of the village.
E.E PHED cum Member Secretary DWSC, Bomdila L. Tekhi stated that though the sanitation programme has been going on in the country since the last three decades, the results have not been encouraging. He added lack of proper sanitation is the main cause of several diseases in the rural areas which directly affect the health and economy of the people. Stressing on sanitation he appealed all participants to construct low cost toilets to avoid open defecation.
District Consultant, D Taipodia spoke on Swachh Bharat Mission and achievements in the district under Swachch Bharat Mission.
Speaking on the occasion, Junior Engineer Nafra, Pulak Bhattacharjee, appealed the participants to construct quality sanitary toilet to eradicate open defecation from the area. He added that poor sanitation means poor health.

“Guard yourself from HIV virus while guarding the nation”
ITANAGAR, Mar 22: Central Reserve Police Force (CRPF) personnel based at Senki Park here were sensitized on global HIV/AIDS pandemic in an awareness and donors’ motivation camp conducted by 138th Battalion of CRPF in collaboration Arunachal Pradesh State Aids Control Society (APSACS) today.
Addressing the CRPF jawans in the meeting, APSACS Project Director Dr. Riken Rina asked them to guard themselves from transmitting viruses like HIV while guarding the nation.
The Commandant of 138th Battalion of CRPF urged his jawans to learn about HIV/AIDS so that they can prevent themselves from it. The Commandant also motivated the jawans to donate blood voluntarily as it is also a service to the nation.
APSACS Deputy Director (Blood cell) Dr. Nabam Budh highlighted the importance of voluntary blood donation through PowerPoint.
While urging the jawans to donate blood voluntarily, Dr. Budh, at the same time, discouraged receiving blood from professional donors. The chance of transmitting infectious diseases, like HIV/AIDS and Hepatitis B is very high in blood from professional donors, he added.
Deputy Director (IEC) Tashor Pali highlighted on how HIV/AIDS can be transmitted from one person to another. He urged the jawans to equip themselves with correct and complete knowledge about HIV to avoid it. He also urged the jawans not to discriminate people living with HIV as it is not a disease.
“Stay away from the virus, not from the person living with HIV,” he added.
Deputy Commandant Shashi Kumar, Doctor of 138 Bn, CM Ngullie, Asstt. Commandant, Dharmenra Pathak also spoke on the occasion.
Later an interactive programme was conducted with the participants where various queries related to HIV/AIDS were clarified by the resource person.

Do not believe in every word that is printed
Dear Editor,
Through the column of your esteemed daily, I would like to point out some wrong information
published in Arunachal Times, dated 19th March 2015 under the headline-
In the last paragraph, it was mentioned that 'there was no teacher present in KGBV Rayang when the students were attending annual examination'. But the truth was that most of the teachers under KGBV were actually present that day. Of course some of the teachers were not present but almost all the teachers of middle school level were present in the exam that day.
How is it possible for a school to conduct exams without any teacher? Such false information about a particular school spread wrong message about the school and creates bad impression among the people. In fact the school has been running nicely for many years.
So, we kindly request the reporters not to write blindly and readers also not to believe in every word that is printed.

Separation of the Legislature and the Executive
Dear Editor,
The three pillars of democracy in India is a misnomer and in practice there are only 2 unstable pillars with the dominant Executive subterfuging the other 2 vital organs. The Executive and the Legislature are not separated in practical sense. The majority party MP's & MLA's, the legislators are also simultaneously part of the Executive as Prime Minister, Chief Ministers & ministers off course excluding the opposition party members. And what's happening is that, the topmost responsible and specialised functions of Legislature and Executive which needs fulltime devoted members are occupied by the same part timers and resulting in half committed services and inefficient functioning of the democracy. Also, we have seen that, Indian leaders even after becoming Prime Minister, Chief Ministers, Ministers give more priority to party political activities like campaigning, etc by sidestepping other constitutionally mandated functions also. Also, it is seen that, parliamentary processes, debate and passage of bills are hurried affairs with legislators either given chance to speak for very few minutes or not at all and number of times bells pressed by Speaker of Lok Sabha or Chairman of Rajya Sabha to restrain members to speak are fascinatingly numerous and there use to be no detailed debates at the floor of house. There is autocratic monopoly & control of the Executive over the Legislature and there is no real check and balance between the three vital organs of democracy as envisaged in the constitution. Legislation has suffered in India.
For instance, the hugely unpopular & colonial Land Acquisition Act' 1894 took 120 years for amendment in 2014. Also, popular demanded strong anti corruption laws are yet to see light of the day even after 67 years of independence. The Executive governance has failed the nation for decades on. Today, in any globally accepted index, whether Human Development Index or Transparency Index or Environment Index or any other, India is a bottom ranker. Out of 1.2 billion populations, 300 million plus population exist in abject poverty and subhuman conditions and which constitutes 20% of the global poor as per one estimate. In wealth distribution pattern, the 10% powerful Indians own 80% of the national wealth presenting a sordid picture of income inequalities in the largest democracy in the world!
The autocratic control and monopoly of the Executive over the Legislature has negative
impact on the third vital organ, the Judiciary. As per on international study, the
Indian Judiciary is one of the most severely underfunded among Judiciary systems
in the world and the underfunding has pushed it to severe inefficacy. With mushrooming
population and ever growing number of crimes, underfunding and non-
Notwithstanding, good economic reforms are infused, but today, top most reforms are needed in the polity of the country without which dreams of developed and sustainable India will remain an elusive dreams for billions Indians even in coming decades and may be centuries on. Indian political system deserves a real separation of the vital organs, Legislature, Executive and Judiciary like the one we see in the United States of America. The highly responsible and demanding functions of Legislature and Executive governance of the country should be manned by separate set of individuals who should be devoted full timers in their job for committed service to the people of the nation. India deserves real separation of the Legislature and the Executive.

Through your esteemed newspaper, I would like to highlight the problems of noise pollution around the Indira Gandhi park .it’s good to have various programmes and entertainment in the park, but the loud noise are disturbing the people living in the area near the park. Loud noise disturb our sleeps, bring headache, noise pollution etc. We don’t know the statistics of how many people have damaged eardrum. Restore sanctity of APPSC
The news about the arrest of five officials of Arunachal Pradesh Public Service Commission (APPSC) by special investigation team (SIT) for their alleged involvement in APPSCE paper leakage case has sent shockwaves across the state. As per the report five people namely Joram Nagu, Under Secretary APPSC, Nima Tondrang, Joint Secretary APPSC, Bate Koyu, Deputy Secretary APPSC, Debhasish Dey, Private Secretary to Chairman APPSC and Swaroop Bhattacharjee, Personal Assistant to Joint Secretary (APPSC) were arrested based on the initial investigation done by SIT.
The question paper was allegedly leaked to one of the aspirant by the Under Secretary APPSC. Later, the aspirant shared it with the other candidates. By using such illegal method, some of the candidates got benefit during the exam. The SIT deserves round of appreciation for cracking the case within a short span of time. However, they need to properly handle the case and ensure that guilty persons are strongly punished for their heinous crime. People of Arunachal should also cooperate in the case and don’t try to protect the accused based on tribe and ethnic line. Also the Arunachal Pradesh Public Service Commission (APPSC) should learn from this mistake and adopt new measures, so that in future such incidents are not repeated. Commission seriously needs to find solution towards the loopholes affecting the functioning of APPSC. Lot of damage has been done to the reputation of APPSC. It’s time they take bold initiative to win back the trust of the people of Arunachal.
